Add New York’s well-funded prevention and cessation programs and one of the nation’s toughest indoor smoking bans, and you have a program that just won’t quit. Paradoxically, New York doesn’t target teens. It aims to deglamorize and denormalize smoking in general. The message filters down. What could be less glamorous than a bunch of smokers huddling outside some Manhattan hot spot to indulge their habit?
